The workhorse private equipment of the fire line: tenders haul and stage water; dozers cut line ahead of the fire.
Much of the heavy equipment on a large fire is privately owned and hired through agreements. Tenders supply engines, dust abatement, and camp water; dozers build containment line where terrain allows. Both go to work early, often while a fire is still in extended attack.
Demand for them does not wait for a big team. Heavy-equipment-profile operations, Cal Fire fires especially, order tenders and dozers under command tiers that would never trigger a camp.

If you run tenders or dozers, your signals arrive earlier than the camp contractors’: watch escalating fires, heavy-equipment reads, and red-flag weather over your region. By the time the official report names the fire, the first hiring wave is often already placed.
