Cal Fire vs federal fire management: who runs what?
Two systems on the same landscape: Cal Fire manages its protection area end to end; federal agencies manage theirs through the interagency team ladder.
Jurisdiction decides who runs a fire. On federal ground, the interagency ladder applies: initial attack, Type 3, then a complex team if it grows. Cal Fire protects state responsibility land in California and manages its fires start to finish with its own organization, which routinely masses personnel under a Type 3 incident commander without ever ordering a federal-style team.
Other states run their own versions: Oregon’s Department of Forestry largely self-manages, as do several state forestry agencies. Idaho Department of Lands fires, by contrast, often escalate to federal teams beyond initial attack.
For contractors
Do not read a Cal Fire head count like a federal one. Nine hundred people on a Cal Fire Type 3 fire means heavy equipment first: tenders and dozers, with camp support staying light until a state Type 1 or 2 team takes command. The agency chip tells you which playbook applies.
